刘越| 主理人
爱丁堡大学政治学博士（国际关系专业）、上海复旦大学法学硕士（国际关系专业）、广州中山大学法学学士（国际政治专业）。曾赴台湾政治大学外交学系交流学习半年，并为政大校友；曾赴比利时布鲁塞尔自由大学交流学习半年。
刘越博士是国际研究协会（ISA）和英国国际研究协会（BISA）的成员。她的研究领域为与东亚海洋问题相关的地缘政治和国际关系理论。她的研究实现了国际关系与国际海洋法两个不同专业的有机结合，并融合东西方国际关系理论，从不同的世界观和方法论中汲取养分，以多维而非单一的视角解释国际秩序的变化。
刘博士是媒体撰稿人、时政评论员，曾在新华社瞭望智库、澎湃新闻、环球时报-环球网、台湾中国时报-中时新闻网等媒体上发表评论和各类文章，被广泛转载。
刘博士热心于社会事务。她参与撰写的两岸关系主题提案曾获全国政协采用；她曾参加首届两岸青年交流会（台北），并做演讲。

Dr. Liu Yue | Founder
Ph.D. in Political Science (International Relations), University of Edinburgh; Mphil in Law (International Relations), Fudan University, Shanghai; B.A. in Law (International Politics), Sun Yat-sen University, Guangzhou. Dr. Liu also spent six months as an exchange student at the Department of Diplomacy Studies at Taiwan Chengchi University, where she is an alumna, and another six months at the Université libre de Bruxelles in Belgium.
Dr. Liu is a member of the International Studies Association (ISA) and the British International Studies Association (BISA). Her research focuses on geopolitics and international relations theories related to East Asian maritime issues. Her work bridges the disciplines of international relations and international maritime law, integrating Eastern and Western theories of international relations. Drawing from diverse worldviews and methodologies, she offers multidimensional perspectives to analyze and explain changes in the international order.
As a media contributor and political commentator, Dr. Liu has published opinions and articles in social media such as Xinhua News Agency’s Liaowang Think Tank, The Paper, Global Times-Huanqiu.com, and Taiwan’s China Times-Chinatimes.com. Her work has been widely re-shared.
Dr. Liu is passionate about social affairs. She co-authored a proposal on cross-strait relations that was adopted by the National Committee of the Chinese People’s Political Consultative Conference (CPPCC). She participated in the inaugural Cross-Strait Youth Exchange Forum in Taipei, where she delivered a speech.

施海涛 | 联合创始人、学术主管
爱丁堡大学社会学博士、伦敦政治经济学院刑事司法政策硕士、华东政法大学法学学士。
施海涛博士是一名犯罪学研究专家和数据科学家，他的独特贡献在于他紧跟人工智能时代的潮流，将传统的社会科学研究与最新的技术方法相结合，将学术的严谨性和技术的创新性融入犯罪学的大数据分析和研究之中。
施博士的技术专长获得了哈佛数据科学专业证书、Anaconda Python数据科学专业证书和微软Azure的认证。他凭借这些技能开发了新的研究工具，包括暗网网页爬虫、数据挖掘和交互式数据可视化应用。施博士曾为爱丁堡大学研究生院“同伴支持”社区的学生领袖，教授研究生们研究方法以及提供研究方法相关的咨询和指导。

Shi Haitao | Co-founder, Academic Director
PhD in Sociology, University of Edinburgh; MSc in Criminal Justice Policy, London School of Economics and Political Science; LLB in Law, East China University of Political Science and Law.
Dr. Shi is a criminology research expert and data scientist, renowned for his unique contributions in aligning with the trends of the artificial intelligence era. He integrates traditional social science research with cutting-edge technological methods, merging academic rigor with technological innovation in the big data analysis and research of criminology.
Dr. Shi’s technical expertise is certified by the Harvard Data Science Professional Certificate, Anaconda Python Data Science Professional Certificate, and Microsoft Azure Certification. Leveraging these skills, he has developed new research tools, including dark web crawlers, data mining applications, and interactive data visualization tools. Dr. Shi served as a student leader for the “Peer Support” community at the University of Edinburgh’s Graduate School, teaching research methods to postgraduate students and providing consultation and guidance on research methodologies.
Currently, Shi serves as a Research Assistant at the University of Edinburgh, participating in numerous international projects investigating dark web culture, cybercrime, and drug trafficking networks. He has collaborative projects with the Cambridge Cybercrime Centre, University of Tampere (Finland), and Kazimierz Wielki University in Bydgoszcz (Poland), among others.
Dr. Shi has a keen interest and commitment to promoting academic exchange and knowledge dissemination. He frequently presents his research findings at international conferences, particularly in the areas of police culture, cybercrime, and drug policy. He will co-chair the Cybercrime minitrack at the Hawaii International Conference on System Sciences (HICSS) next year (2026) with A.P. Piotr Siuda. He is also a member of the Scottish Centre for Crime & Justice Research.

中国国际关系学院法学硕士（国际关系专业）、大连外国语大学文学学士（日本语言文化专业）。
李雪拥有近15年中国主流媒体从业经历，是资深编辑、研究员和项目带头人。
近年来，她担任新华社国家高端智库公共政策研究中心“瞭望周刊社”副主编一职，作为业务骨干带领团队重点建设“瞭望智库”。她的团队在3年左右时间里，将智库公众号从10 万粉丝推升至 600 万量级，为新华社及相关单位创造了可观的社会影响力和舆论引导力。

Li Xue | Co-founder, Chief Editor
Li Xue holds a Master’s degree in Law (International Relations) from the China Foreign Affairs University and a Bachelor’s degree in Literature (Japanese Language and Culture) from Dalian University of Foreign Languages.
With nearly 15 years of experience in China’s mainstream media, Ms. Li is an experienced editor, researcher, and project leader.
In recent years, Ms. Li served as Deputy Editor-in-Chief at the Public Policy Research Center of Xinhua News Agency’s National High-End Think Tank, leading the team in developing the “Liaowang Think Tank”. Under her leadership, the think tank’s official WeChat account grew from 100,000 to 6 million followers in just about three years, creating significant social influence and public opinion guidance for Xinhua and its affiliated units.
Ms. Li has written and collaborated with experts in various fields to produce over 1,000 in-depth articles on international politics, military history (both domestic and international), current hot topics, cutting-edge military thought/technology/equipment, science and technology, history, and culture.
